Resolved:

1. That the Corporate Director for Place be authorised to advertise the necessary traffic regulation orders as appropriate in relation to the following proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented:

Ref No. 14/1 - Introduction of "at any time" waiting restrictions at the northern end of Shoebury High Street the length of which restrictions determined in consultation with the bus companies and to be kept to a minimum;

Ref No. 14/2 - Introduction of 2hr no return in 4hr waiting restrictions in Woodgrange Drive near no. 447;

Ref No. 14/4 - Introduction of "at any time" waiting restrictions in Barnstable Close, Broadclyst Close, Burlescoombe Close and any other similar Closes in the area following consultation with the Ward Councillors;

Ref No. 14/6 - Introduction of limited waiting restrictions in Hamstel Road shopping areas north and south of Durham Road;

Ref No. 14/7 - Introduction of "at any time" waiting restrictions at the entrance of Woodfarm Close;

Ref No. 14/12 - removal of seasonal waiting restrictions in Walton Road from the access to the Roslin Hotel to the junction protection;

Ref No. 14/13 - Removal of seasonal waiting restrictions on the eastern side of Clieveden Road;

Ref No. 14/14 - Introduction of "at any time" waiting restrictions in Frobisher Way near to the Parsons Barn;

Ref No. 14/15 - Extension of existing waiting restrictions in Mountbatten Drive and Frobisher Way to ensure adequate junction protection.

2. That Ref No. 14/11 regarding the amendment of the 1hr waiting restriction in the section of St Augustines Avenue from Thorpe Esplanade to Thorpe Bay Gardens to a seasonal restriction be deferred pending clarification of the previous decision in relation to this section of road.

3. That request Ref No. 14/8 for the prohibition of passenger transport and large heavy good large vehicles in Oakwood Avenue be deferred pending consideration of the statistics obtained from the vehicle survey.

4. That request Ref No. 14/9 regarding the request for a 20 mph zone in Canewdon Road be retained on the list pending the outcome of the monitoring of speed measurements.

5. That the request Ref No. 14/10 regarding the installation of a pedestrian crossing in Hadleigh Road in the vicinity of St Michaels School be investigated following the completion of the modifications to the school.

6. That, in respect of request Ref No. 14/0 for the provision of a speed table in New Barge Pier Road, the results of the speed measurements be shared with Essex Police for possible speed enforcement action and installation of temporary vehicle activated signage when the equipment becomes available.

7. That no further action be taken in respect of the following requests:

Ref No. 14/3 - provision of a "horse crossing" warning sign at the junction of Progress Road with the Arterial Road;

Ref No. 14/5 - Implementation of waiting restrictions in St James' Avenue and Marcus Avenue;

8. That the following requests for verge hardening works to accommodate parking in the roads listed be added to the list for prioritisation (pending available funding) in the 2014/15 financial year:

Ref No. 13/12 - Rockleigh Avenue
Ref No. 13/20 - Blythe Avenue
Ref No. 13/21 - Wakering Avenue
Ref No. 14/1a - Brunswick Road

9. That all future requests by Members or amendments to existing requests be submitted to the Corporate Director for Place in writing.

Reason for Decision:
To provide a rationalised and consistent management and decision making process for all formal requests for highways and traffic management improvements by Ward Councillors via the Traffic and Parking Working Party & Cabinet Committee.

Other Options:
Agree all requests - not feasible or appropriate
Do nothing - some requests are necessary for highway safety or traffic management improvements.

840The Cabinet Committee received a report of the Corporate Director for Place that appraised Members of the requests received from Members of the Council together with officers' recommendations relating to those requests. An additional sheet setting out two further requests that had been received immediately prior to the publication of the agenda was circulated at the meeting. The Chairman had agreed that these be considered at this meeting as urgent additional matters to enable a decision to be made at the earliest opportunity. Having considered the views of the Traffic & Parking Working Part it was:
